This course presents concepts and analytical tools for diagnosing economic sources of environmental problems, and designing and evaluating alternative policy remedies. Topics include: market functioning and market failures, criteria for policy evaluation, tools for welfare analysis, philosophical and empirical approaches to environmental valuation, alternative policy approaches, and choice of policy instruments.
