This course examines sources of and remedies for environmental problems in industrialized and developing countries. We focus on the economic underpinnings of important environmental problems and on ways that public policies can solve some of these problems. The course provides tools for determining the environmental and economic impacts of alternative environmental policies and for evaluating these alternatives according to various criteria. Policy approaches include: emissions taxes, tradable emissions permits, performance standards, technology mandates, and subsidies to research and development. Problem areas include: regional air pollution, global climate change, water allocation in the western U.S., resource conservation and income enhancement in developing countries.
